There is a narrow window after you take handover of a new flat and before the truck arrives with your furniture. It is the cheapest and easiest time to make the place safe, and almost everybody misses it — because the balcony does not look dangerous when the flat is empty and nobody is living in it yet.
Then you move in, the toddler starts walking, and the same job now has to be done around your sofa.
Why the Fortnight Before Move-In Is the Right Time
- Empty rooms. Drilling, tensioning and cleaning up take a fraction of the time with nothing to cover and nothing to move.
- No dust problem. Anchor holes make fine dust. On an empty flat that is a sweep. On a furnished one it is a day of cleaning.
- The association has not fixed its rules yet. In a new tower the elevation policy is usually still forming. Early buyers set the precedent — later ones inherit it.
- Better per-flat pricing. Several flats on the same handover batch can be done in one mobilisation. This is the single largest saving available to you.
- You are already dealing with the builder. Snags, fittings and safety in one conversation instead of three.
The Walk-Round: Nine Things to Check
- Railing height. Measure it. Builder railings are designed to a code minimum and look reassuring to an adult standing up.
- Gap under the railing. The gap between the bottom rail and the floor is where a child actually goes through. Check it on every balcony, not just the main one.
- Horizontal rails. If the railing has horizontal members, you have a ladder. Assume a two-year-old will find that out before you do.
- Anything climbable within reach. An AC outdoor unit, a ledge, a planter shelf, a utility washing machine — all of them add height.
- Window sill heights in bedrooms. Low sills in a children's room are more dangerous than the balcony, and they get overlooked every time.
- The utility and wash area. Usually the least protected opening in the flat and the one a child is left alone near most often.
- The duct opening. Many towers have an open duct gap between flats. See duct area safety nets.
- The staircase void in a duplex or penthouse.
- Where the drying will happen. If there is no hanger, clothes end up on the railing — which blocks the view and puts weight on the one thing keeping your child inside. A ceiling cloth hanger at this stage costs almost nothing.
Decide Before You Call Anyone
Two questions decide most of the specification:

Talk to Your Association Before You Book
New towers are exactly where elevation disputes start, and it is far easier to agree a specification for the whole block than to argue about your balcony after it is fitted. Get one specification agreed — same grade, same spacing, same track colour — and every later owner just follows it. Ask the Builder These Two Questions
- Is there a warranty condition about drilling the balcony? Rare, but worth knowing before rather than after.
- Is the balcony waterproofing membrane above or below the finish level? This changes how the anchors are set and sealed. A good installer will ask you this anyway.
